Great news for Hospice Lottery organisers! matm, Shropshire's leading creative agency, can confirm that if the ticket value of your mailing is less the £20 then you do NOT need to record the ticket numbers received by each person.
The Lotteries Council Confirmed with us:
"Maintenance of name & address records against tickets allocated is good practice and not a “legal requirement” [licence condition], unless the value of tickets exceeds £20 and dispatch is to prospective supporters."
